Water with .1 ammonia is not immaculate. You need to have ZERO. What are your nitrates like?

I agree. Clean water is 0 ammonia, 0 nitrites, and as low nitrates as possible. Low pH can be caused by soft water along with water quality issues. Do you have soft tap water in your area? What is your pH out of the tap?

What size tank is this and what are the inhabitants beside the Arowana? How large is the Aro. What type of filtration and what water change schedule are you using? Is the Arowana still eating?
With proper maintenance the ammonia levels should always be reading on 0. Even the first blip on the card is a good warning that something needs to be looked at. It's not bad, but it should still be heeded as a warning. That means you still have time to look at your setup (feeding/water change schedule and amount of filtration).
Medication might not help if it's a water quality issue.
Also about the pH, did you test your tap water for pH and hardness? I have really soft tap water and it's 7.0 out of the tap and drops like a stone down to the mid 5's without artificial buffering. I always keep a couple bags of crushed coral in my filters to buffer the water to keep the pH at a constant 6.8.

What meds did you use and why did you come to the conclusion that you needed those meds?
It is helpful rather than saying things like my nitrates are "good" to be more exact and tell us exactly what the test reads.

my tap is 7.2 i can say hes around 12 inches to 16 inches the tank im so depressed about because it is really way to small for him and ill admit it but its not cheap to get a big tank for a fish its just the arowana in the tank its 40 gallon long 40 inches length im sorry its that size believe me and im sure your going to tell me thats why this is happening but 1 thing i know is i have a 130 gallon filter that i clean every 2 weeks i have a airstone bubble maker slight decor slight very slight algea growth on the corners and can someone tell me what min gallons he can be in! im sorry im ashamed that this is my situation i hope you all understand

Read allot of the FAQ's and stuff like that around the site, your best bet with that fish would be to bring it to a lfs that has a big enough tank for it or find someone with a nice tank for it. That is if you cant find a bigger tank very soon, Either way if you ask me there has to be something besides just the size of the tank thats getting him cloudy eye.... most likely your water conditions.
