You could keep them in smaller tanks, but to give them any space to swim, this is what I would suggest. I bought my 30 incher out of a 75g. It lived at least. It could turn around.. then swim a few inches in either direction.... They are very limber, so they can turn around in narrow tanks for their length. Tank size would also depend on what you had with it. So IMO a 30" silver would be ok in a 240g. It would have no problem turning around and would have the 8' tank to swim. I think mine 30" will be ok in my 480g (8x4x2) even once he's 5 feet or so if I take the driftwood out. He won't be comfortable, and I'm trying to get materials for a bigger plywood tank, but what he's in will do for a while.

They get a lot bigger than 3'.I have personally seen 4' silvers.

True. Fishbase lists the max size of silver arowanas as 120 cm TL, which is approximately 4 feet (47.2 inches). 3 feet seems to be more typical in captivity though.

Mine is VERY close to 3 feet. And he was kept in a 75g until just a few months ago when I got him. I can't imagine how big he would be had he been in a bigger tank.

The 4' I saw was with a few others in a 2' wide tank.

the boston aquarium houses a 5 foot arrowana which gets feed pigeons. they have two the other is 4 1/2 feet. I'm not sure if they still have them but last time i went about a year ago they did.

Yes, but I think blacks are a ton smaller. I will probably end up feeding mine small game hens... or heck... I might take the bb gun in the backyard!
